The investigation found that one of the two chimps who escaped managed to reach through a tight space between a fence and a wall and pull out a steel pin that kept a door locked in place.
The D-A's office says there is no evidence that the pen door was unlocked or left open.
Victim St James Davis still in critical condition, in induced coma.
